Renders the figure in cold blue tones with long speed streaks and glowing highlights.

The figure is mapped to a black-to-blue-to-white gradient and pulled into speed streaks in one direction, with bright parts leaving glowing trails. The streak lines vibrate constantly, giving a sense of rushing forward.

Feed it a cut-out person layer. Streak sets streak length, Direction the angle in degrees, Glow the streak brightness, Contrast the light/dark punch, Hue the colour of the glow.
