Edges light up as neon lines with a red-blue split, leaving coloured trails as things move.

The picture is darkened and desaturated, and every edge, from the body outline and clothing folds to objects, becomes a slowly colour-shifting neon line with a soft glow. A red and a blue copy of the lines sit offset to either side, and movement leaves coloured trails that fade.

The effect takes the whole camera frame, no person separation needed. Thickness sets line weight, Glow the halo, Split the red-blue offset, Trail the motion trails, Dim how dark the base gets, Hue Speed the colour change.
