Black-and-white frame cut into blocks, each pixel row pulled into a dark-to-light band, with blue specks.

The whole frame turns black and white and is cut into random rectangular blocks. In many blocks every pixel row is pulled into a dark-to-light band, as if the pixels had been sorted, with a thin grid on the block edges and scattered blue specks.

Put it straight on the camera layer, no keying needed. Amount sets how many blocks get sorted, Block sets block size, Rate sets how often per second the blocks are re-cut, and Contrast hardens the image.
