Thin horizontal rows stretched into flat colour segments with few tones, plus red-tinted rows.

The frame is split into many thin horizontal rows. In a lot of them the picture is stretched into flat colour segments reduced to a few tones, and some rows are tinted red. The rows keep changing, so the image looks torn sideways like a broken signal.

Put it on the camera layer; it works on the whole frame. Amount sets how many rows smear, Length sets segment length, Accent sets the red rows and Rate sets the change speed. Bg Hue and Bg colour the transparent background.
